FINAL AIR RULING: Exemption of Certain Area Sources from Title V
Operating Permit Program
Based upon U.S. EPA’s findings, a Final Rule has been prepared for
publication in the Federal Register, which provides for a permanent
exemption from the Title V operating program for five categories of
area sources. These area sources include:
• Perchloroethylene Dry Cleaning Part 63, Subpart M
• Hard and Decorative Chromium Electroplating Part 63, Subpart
N
and Chromium Anodizing
• Commercial Ethylene Oxide Sterilization Part 63, Subpart O
• Secondary Aluminum Production Part 63, RRR
• Halogenated Solvent Cleaning Part 63, Subpart T
The Final Rule affects only whether these area sources regulated by
specific NESHAP are required to obtain a Title V operating permit.
Note that the final rule does not change any of the requirements of
the applicable NESHAP regulations. Upon publication in the Federal
